Spec Ops, Inc. was formed in 2001 as a Veteran Owned Federal Small Business. We are focused on design, engineering, integration and manufacturing of command and control systems for our military, emergency management, intelligence, homeland security, first responder and civil preparedness customers throughout the U.S. and internationally.  With a deep understanding of the time critical events that our customers often experience, Spec Ops personnel are driven by the delivery of quality services with an understanding that our personnel will routinely support our customers onsite in the U.S. and throughout the world.

Quality, clever design and cost effective products are a trademark of Spec Ops, Inc. and we are privileged to be of service to our diverse customer base.  Our ISO 9001-2008 compliant facility in Richmond, VA has successfully executed on over 300 contracts and delivered over 30,000 products and turn-key solutions to our customers allowing rapid deployment and implementation of their command and control infrastructure.

Many of our customers have requested that we continue expanding our capabilities and that we provide advanced R&D services that leverage the strengths of our personnel and our core engineering and manufacturing infrastructure.  Our engineering and design services group maintains superior industry knowledge to support customer requirements.

Paul Garner - President
System Engineer, United States Military Academy, University of Maryland, Florida Institute of Technology, 29 years C4ISR, Combat Systems, Communications background with system engineering management focus.

Kim Spicer - Vice President of Finance
25 years Accounting and Financial experience working for small and large defense contractors including General Dynamics; specialization in DCAA compliance and Incurred Cost Proposals; Associate Degree, Long Beach Community College.

Bob Corey - Vice President of Operations
Over 22 years in technical management, design and development, operations management, and program and project management specializing in machine design, failure analysis, power generation, and operations research.  Licensed Professional Mechanical Engineer, Old Dominion University, MS in Manufacturing Management, General Motors Institute.  Project Management Institute certified PMP.  Former adjunct at the United States Naval Academy, Division of Engineering and Weapons.

Jamie Young - Marketing Manager
Bachelor of Science, Marketing, Virginia Commonwealth University, Business Administration, J. Sargeant Reynolds Community College; 11 years Business Administration and Marketing experience.

AJ James - Program Manager
11 years as an IT Systems Engineer managing specialty, high tech projects for military and law enforcement operations; experienced in implementing community-wide 900MHz, 2.4/4.9/5.8GHz and 3G wireless networks; skilled in distributed computing environments; experienced in the business development of new technology initiatives.
